It is Important to note that the said new self sealing procedure will come into effect from 01.10.2017 as mentioned in the circular. Existing procedure will continue until 01.10.2017. Few Important Points for reference of the exporter are as below: 1. The exporters who were availing sealing at their factory premises under the system of supervised factory stuffing will be automatically entitled for self sealing procedure. 2. Even exporters who are AEOs will be eligible for self-sealing. 3. It is clarified in the circular that all those exporters who are already operating under the self-sealing procedure need not approach the jurisdiction customs authority for the new self-sealing permission. 4. The permission to self-seal the export goods from a particular premise, under the new procedure once granted shall be valid unless withdrawn by competent authority, if any non-compliance to law, rules and regulations is noticed. 5. Under the new procedure the exporter will be obligated to declare the physical serial number of the e-seal at the time of filling the integrated shipping bill or in case of manual shipping bill before the container is dispatched for the designated port/ICD/LCS. 6. Exporter shall directly procure RFID seals from vendors, conforming to the standard specification mentioned in the said circular. 7. The exporters shall provide details such as IEC etc.. at the time of purchase of e-seals for identification as well as for using the standard web application. 8. In case, the RFID e-seals are found to be tampered then mandatory examination would be carried out by customs authorities. 9. The circular has also provided standard specification of Seal under para 3. 10. The circular clarifies that the information from exporter as per earlier circular shall now read as:a. IECb. Shipping Bill No.c. Shipping Bill Date.d. e-seal no.e. Date of Sealingf. Time of Sealingg. Destination Customs station for export.h. Container No.i. Trailer - Truck No. 11. It is further clarified that the above information need not be mounted "in the electronic seal" but tagged to the seal using a "web/mobile" application to be provided by the vendor of RFID e-seal. 12. The integrity of RFID seal would be verified customs officer at the port/ICD by using the reader /scanners which are connected to Data Retrieval System of the vendor. 13. The transaction history of the self -sealing shoud be visible to the exporter for the their reference.
